Abstract: regional innovation network environment and the level of construction has an important role in enhancing the ability of technology innovation of small and medium-sized enterprises of science and technology.Therefore, in Shandong Province, 400 small and medium-sized science and technology enterprises as samples, questionnaire survey, analysis of 6 key elements of regional innovation networks and technology innovation: the relationship between innovation system and technology innovation, technology innovation, the source of financial strength, R & D personnel basis, innovation product returns.The test results show that the degree of openness, technology diffusion variable has a significant negative effect on the ability of technical innovation, regional innovation network variable the rest have significant positive effect on the ability of technical innovation.
Technical innovation is not an isolated event, but people combined, capacity, process, organization and other factors, it is the lifeline of small and medium enterprises.Compared with large enterprises, small and medium enterprises are more innovative, but because of their small size, less resources and other defects in the innovation at a disadvantage.But with the development of science and technology and product upgrading speed, the speed of technological innovation and quality requirements more and more high, the corresponding risk and investment is more and more high, this requires technical innovation beyond the boundary of enterprises, access to resources and diversification of risk.That practice at home and abroad, the regional innovation network is an important force to promote technology innovation of small and medium enterprises.Therefore, through the choice of Shandong province small and medium-sized science and technology enterprises as samples, the relationship between regional innovation network empirical testing and technical innovation of small and medium enterprises, utility coefficient measure of regional innovation network elements on the technology innovation of small and medium enterprises, analysis how to build and improve regional innovation network, so as to explore and promote the regional innovation network of environmental technology innovation small and medium-sized enterprises construction ways.

The structure of regional innovation network system between the same industry or related industry enterprises and enterprises, enterprises and local research institutes, intermediary organizations and local governments and other public organizations and form with the allocation of resources and innovation capability.With the globalization of competition, innovation has become the main competition in the world, governments are committed to enhancing the competitive advantage and strive to create a good regional innovative environment.It has also aroused the interest of the technical innovation of deep research, and gradually pay attention to the research of the regional innovation network of enterprise technology innovation activities.Foreign scholars have representative point of view, Hippel (1988) empirical research shows that, each link of the industry value chain are likely to become a source of innovation, enterprise of long-term close cooperation will promote innovation capability; Keeble (1999) is very important for the empirical study of Cambridge region, the regional and international networks in external innovation resources of local high-tech enterprises, R & D investment cooperation in three areas of scientific and technological talents plays; Cooke (2000) "research points out, the regional innovation network to promote the innovation performance of enterprises in the region continue to improve.Chinese scholars such as Gai Wenqi (1999) pointed out that, only by actively constructing the regional innovation network, realize the behavior bodies within the area of value-added innovation cooperation and knowledge, in order to improve the innovation ability of small and medium-sized enterprises; Guan Shi continued (2002) aimed at Silicon Valley examples, expounds the regional innovation network plays an important role in high technology industry, from the new interpretation of the technology innovation.The above analysis shows that the regional innovation network, establish and perfect to create a favorable external environment for the innovation of enterprises, help to improve the technological innovation ability of enterprises.In the regional innovation network and enterprise technology innovation research, few studies have focused on technology innovation capability of small and medium-sized enterprises of science and technology.Based on small and medium-sized enterprises of science and technology as the research object, using statistical analysis method, to analyze the relationship between regional innovation networks and technology innovation of small and medium enterprises from detailed dimensions.
The 2 sample characteristics
Selected the Shandong province small and medium-sized science and technology enterprises by questionnaire survey, large sample survey, randomly selected Chinese Ji'nan Returned Overseas Students Pioneer Park of 10 small and medium enterprises of science and technology for research, to revise the questionnaire according to the results of the investigation.In this study, a total of 400 questionnaires were issued, 148 were recovered, the recovery rate was 37%.The questionnaire were selected according to a certain standard, eliminate invalid questionnaire, obtained 136 valid questionnaires, the effective rate was 91%.Samples involving electronic information (29), advanced manufacturing technology (29), bioengineering and new medicine (13), the application of new materials (10) (6), modern agriculture, new energy and efficient energy-saving environmental protection (14), (16), other (traditional high-tech industries transformation of 19) and other high-tech industry; including 67 medium-sized enterprises, small and medium enterprises 69; national level enterprise technology 29, provincial level enterprise level technology 39, the technical level of enterprises 47, other technical level of enterprises 21; state-owned or collective enterprises 19, 101 private enterprises, foreign capital or 13 wholly owned enterprises, other enterprises 3; founding period enterprise L6 family, 7L family enterprises at growth stage, mature period enterprise 29, the recession of 9 enterprises, two venture enterprise 11; technology-intensive enterprises 103 homes, labor-intensive enterprises 21, other types of industry I2, as shown in table 1.

3 variable measurement
This paper aims to analyze the influence of regional innovation network technology innovation capability of small and medium-sized enterprises of science and technology, we need to measure the ability of technical innovation, regional innovation network.First of all, on the basis of semi-structured interviews and reference to the relevant literature, selecting measurement indicators.Then, taking Shandong province small and medium-sized science and technology enterprises as samples, to test the reliability and validity of factor analysis and multiple items to measure index using SPSS16.0 statistics software, respectively, established technical innovation ability of regional innovation network, the observation indexes.
3.1 regional innovation network measurement
Regional innovation network scale according to semi-structured interviews and related literature IS], after compiling, testing and revision.Included with the degree of cooperation in Scientific Research Institute (Q11), flow degree of regional personnel or talent in science and Technology (Q12), regional technology exchange and the intermediary organization degree (Q13), the level of cooperation of regional enterprises (Q14), technology diffusion opening degree (Q15), the public data base construction level (Q16) 6 variables.All items in the scales with 1 ~ 5 Likert scale evaluation, followed by that from low to high.The reliability and validity of the method of software by using SPSS16.0 statistical analysis, to test the reliability and validity of the scale.Test results show that, only =0.8, indicating the scale better consistency.KMO=0.8, Batelett sphere test showed significant probability statistical value of X is 0, shows the correlation data, suitable for factor analysis.The results of exploratory factor analysis show that, the total variance contribution rate of 75.719%, and explained the development status of the regional innovation networks, as shown in table 2.

Measuring 3.2 technology innovation ability
Technological innovation capability of scale was constructed according to the semi-structured interview content and relevant research literature ', after compiling, testing and revision.Including the construction of enterprise knowledge management system of intellectual property rights, autonomy, enterprise main technical sources of L4 measurement index, relates to the innovation system and technology source (Tl1), technology innovation level (T12), innovation of financial strength (T13), foundation of innovative talents (T14) and innovative product yield (T15) of 5 key variables.
The reliability and validity of the method of software by using SPSS16.0 statistical analysis, to test the reliability and validity of the scale.Test results show that, Ot=0.7, so that the scale has good consistency.KMO=0.6, Batelett sphere the significant level of 0, shows the correlation data, suitable for factor analysis.The results of exploratory factor analysis show that, 14 observation index good polymerization into 5 factors, according to the different indicators meaning, namely innovation system and technology innovation sources, financial strength, innovative talents, innovation of technology level and innovation product returns, see table 3.
